Biography

Charmaine S. Rochester, DHA, FACHE, CPA, joined the Cleveland Clinic in May 2022as the CFO for the Florida Region, bringing 30 years of fiscal experience, including more than 17 years in healthcare financial leadership.

In 2017, Dr. Rochester joined the executive team of the Penn Medicine: University of Pennsylvania Health System as CFO for Chester County Hospital and Health System, providing insightful business acumen, serving as a key partner in strategic plan development and overseeing budgeting, forecasting and operational efficiency for the health system. In 2020, Dr. Rochester transitioned to Penn Medicine: Lancaster General Health as the CFO providing executive oversight for the health system’s financial strategies and initiatives, finance and revenue cycle functions, administration of capital and information technology investments, as well as facility and construction project management.

Prior to joining Penn Medicine, she served as the regional finance executive/CFO for the Bon Secours Hampton Roads Health System, a full continuum multihospital system in southeastern Virginia.

Dr. Rochester is board certified in healthcare management as a Fellow of the American College of Healthcare Executives. She is also a Fellow of the Healthcare Financial Management Association. She earned her Doctor of Health Administration degree from Central Michigan University and a Master of Business Administration from Florida Atlantic University. She earned her undergraduate degree in accounting from Howard University and is a certified public accountant.
