Strengthening Hospital Resilience in Resource-Restrained Settings

Hospitals are complex institutions that play a fundamental role in the provision of health services, particularly during crises.

In low- and middle-income health systems, as well as those in fragile and conflict-affected settings, hospitals are threatened by the compounded challenges of instability; insecurity; critical shortages of human, material and financial resources; infrastructural damages; and fragmentation in governance. Over the last years, hospitals have continuously and innovatively adapted to improve their response to COVID-19 while maintaining and resuming their essential and critical functions. Nowadays, there is a great need for rebuilding strong and resilient hospitals for multi-hazard emergency preparedness and management.

Hospital managers, emergency and disaster management teams, multidisciplinary clinical directors, policymakers and researchers would benefit from studying the changing dynamics of hospital management, preparedness, response and recovery strategies. Building hospital resilience for outbreak response, health systems development and global health security requires strategic operationalization though responsively adopting new technologies; empowering and caring for hospital workforce; integrating hospitals within primary care networks; and improving all-hazard, community-based and whole-of-society approaches and coordination for disaster risk management.

Building on hospitals’ innovative experiences responding to COVID-19 in the Eastern Mediterranean Region, this session presents novel evidence and practical tools on strengthening hospital resilience, especially in resource-restrained and fragile settings. The interactive presentation and discussion will compare experiences from resource-restrained settings regarding building resilient hospitals for outbreak response, health system strength and global health security.

  • Describe the findings on conceptualizing, operationalizing and evaluating hospitals resilience and the implications in resource-restrained settings.
  • Discuss the experiences of piloting the operational guide on strengthening hospital resilience in resource-restrained settings.
