2)   Please provide suggestions regarding how ACHE can encourage healthcare management programs and Student Associates to promote the benefits of ACHE along with recruitment and advancement within ACHE. 

I think having harder examples to give for the benefits of joining might be helpful.  Things like old programs to conferences past, sample presentations, etc would make it easier for potential members to visualize and put a value on the benefits of joining ACHE.

Creating connections to the leaders of the student organizations associated with healthcare management programs would go a long way to recruiting student associates.  Often these leaders are already in contact with their peers on a regular basis and students look to those involved with student organizations for advice on what resources are available.  

Having regional student focused meetings where the chapters and schools can come together would be a great way to highlight the networking potential, and possibly offer some education.
